Somaliland which broke away from Somalia in early 1990s and declared independence remains unrecognized as an independent state but has maintained closer relations with Ethiopia and lately Kenya.

A meeting with heads of states and governments is a major boost for the Somaliland which has in the last close to three decades established a functioning government and managed its own affairs largely independent of Somalia.
